I've seen this instruction and have followed it many times, but Superfetch will turn itself back on if you reboot restart. I did this, and still needed to stop Superfetch in the command. There are many other options to disable, like: Windows Search, BITS background intelligent transfer service, and a couplr others but they might not be the issue.
